BESCA has been established by the Heating and Ventilating Contractors' Association to act as an independent assessment and certification body for the building services industry.
The company was set up in the response to the growing number of registration schemes required to satisfy government initiatives, such as TrustMark; Energy Performance of Buildings; and of course the new Building Regulations, where BESCA's appointment as a Competent Persons scheme operator was confirmed by DCLG on 16 March 2006.
BESCA is the only authorised Competent Persons Scheme to cover commercial work under Parts F - Ventilation and L - Energy Efficiency. This website will enable you to:
- register online details of completed work;
- automatically notify that work to any of the 400 or so local authority building control departments;
- print controlled compliance certificates for customers and/or clients;
- enquire on details of past work.
It is quick, easy to use and an extremely cost-effective alternative to the existing process of local authority building control inspection.

- a public enquiry service detailing registered competent companies and their scope of work;
- an expanding knowledge base on interpretation of the building regulations and their technical requirements.
